After Joshua establishes the 12 tribes in the land of Canaan and dies, the judges are left to rule the nation but there seems to be difficulty doing this primarily because the people are disobedient. Actually it seems that what is going on is the problem of assimilation. The territories of the tribes were previously inhabited and the newcomers - the Hebrews- are mixing with them. Cultural and religious challenges and battles are bound to happen. The power of the law is to give the Judges the ability to keep their people faithful if only the people will follow it. Ch 2 6-23 shows this is not happening and so battling begins. This leads the way to Kings when the attempts to unify the people are made again. The Judges warn the people that making Kings will not necessarily bring unity; only obedience to the law will do that.
